Public schools have higher rate than charters
The annual student turnover in Harlem's charter and traditional public schools can be as high as 1 in 5. Poverty is cited as a likely reason because families from poor communities tend to move often. The city's publically funded charter schools, however, have lower turnover rates than traditional public schools despite their strict rules that make it possible to push out students with behavioral problems and low grades. Attrition in charter elementary schools for the 2010-11 school year was 10.8 percent citywide, compared to 14.3 percent in the city's traditional public schools. (School Book)
